This DMCA & Copyright Policy explains how ICECHUI (“we”, “us”, “our”) addresses copyright complaints on baidu.blog.icechui.com (the “Website”), including our requirements for notices and counter-notices, our repeat-infringer policy, and how we handle identity verification and your data.
1) Purpose & Scope#
We respect the rights of creators and expect users not to post or link to infringing material (including in comments). This Policy is intended to qualify for the U.S. Digital Millennium Copyright Act (“DMCA”) safe harbor and also provides a path for non-U.S. rights holders.
Not legal advice. If you’re unsure whether material is infringing, consult a lawyer. Submitting false or bad-faith notices may expose you to liability (see 17 U.S.C. § 512(f)).
2) Designated Agent#
Send all copyright notices and counter-notices to our designated agent:

We accept notices in English or Chinese.
3) Before You File#
- Identify the exact URL(s) on our Website.
- Consider whether the use could be fair use or otherwise authorized.
- If you are an agent, be sure you are authorized to act for the rights holder.
4) Copyright Infringement Notice (Takedown Request)#
A valid DMCA notice must include all items (A–F) below and the identity verification in (G):
A. Signature. A physical or electronic signature of the rights holder or authorized agent.
B. Work Identified. A description of the copyrighted work claimed to have been infringed.
C. Location on Our Site. The precise URL(s) of the allegedly infringing material on the Website.
D. Contact Info. Your full name, organization (if any), mailing address, telephone, and email.
E. Authorization Statement. A statement that you have a good-faith belief the disputed use is not authorized by the copyright owner, its agent, or the law.
F. Accuracy/Authority Statement. A statement under penalty of perjury that the information in the notice is accurate and that you are the copyright owner or authorized to act on the owner’s behalf.
G. Identity Verification — Two-Photo Requirement.
To protect against spam and fraudulent notices, ICECHUI requires the following identity verification with your notice:
1) Selfie #1 (Handwritten Note). A selfie holding a handwritten paper that clearly shows:
- the words “ICECHUI DMCA”,
- the word “copyright”,
- today’s date, and
- the primary URL of the alleged infringement (or our domain if multiple URLs).
2) **Selfie #2 (Government ID).** A selfie holding a **government-issued photo ID** (passport, national ID, or driver’s license).
- You **may redact** non-essential fields (e.g., ID number, address, machine-readable zone). Keep **name, photo, and expiration date** visible.
- If you are an **agent**, also include proof of authority (e.g., signed authorization or engagement letter). You may redact commercial terms.

Verification photos are used solely to validate identity for the claim, stored with restricted access, and retained for up to 30 days after the claim is resolved, unless law requires longer retention. Then they are deleted. Do not send originals; send clear digital copies.
Processing. Upon receiving a complete notice (A–G), we may remove or disable access to the material and notify the user who posted it.
5) Counter-Notice (If Your Content Was Removed)#
If your content was removed and you believe it was a mistake or misidentification, send a counter-notice including:
A. Signature. Physical or electronic signature.
B. Identification of Removed Material. The content that was removed and the URL where it appeared.
C. Contact Info. Your name, address, phone, and email.
D. Good-Faith Statement. A statement under penalty of perjury that the material was removed or disabled as a result of mistake or misidentification.
E. Jurisdiction & Service. Your statement consenting to the jurisdiction of the federal court in San Francisco, California, and accepting service of process from the original complainant or their agent.
F. Identity Verification — Two-Photo Requirement. Provide the same two selfies described in Section 4(G). For Selfie #1, your handwritten paper should read “ICECHUI DMCA Counter-Notice”, include today’s date, and the removed content’s URL.
Processing. Upon receiving a complete counter-notice (A–F), we may restore the content unless the complainant informs us within 10 business days that they have filed an action seeking a court order.
6) Repeat Infringers#
Per our Terms of Service, users who repeatedly post infringing content may have their access restricted or terminated.
7) Disclosure & Preservation#
We may forward your notice/counter-notice (including verification materials) to the user who posted the content and/or publish a redacted version to a transparency archive. We may preserve and disclose materials as required by law, regulation, or court order.
8) Misuse & Bad-Faith Claims#
Submitting fraudulent, materially incomplete, or bad-faith notices or counter-notices may result in refusal of future submissions and potential liability for damages, costs, and attorneys’ fees.
9) Data Protection (Verification Materials)#
- Purpose Limitation. Used only to verify identity and administer the claim.
- Minimization. Redact non-essential data where possible.
- Security. Stored with restricted access; transmission over email is at your discretion—use encrypted email if available.
- Retention. Deleted within 30 days after claim resolution unless law requires longer.
- Access Requests. You may contact
legal@icechui.comto request confirmation of deletion after resolution.
10) Updates to This Policy (No Separate Notice)#
We may update this Policy at any time. The updated version will be posted here with a revised “Last Updated” date and is effective upon posting. We are not required to provide separate or advance notice unless required by law. For material changes, we may provide an in-site notice. Your continued use of the Website after updates constitutes acceptance.
11) Governing Law & Venue#
This Policy and any disputes related to it are governed by the laws of the State of California, United States, without regard to conflict-of-law rules. You agree that the state or federal courts located in San Francisco County, California have exclusive jurisdiction and venue.
